COUNTY PROGRAMS
The following programs are administered by the Cambria Community Development Corporation in cooperation with the Cambria County Redevelopment Authority.
The Corporation’s mission is to promote and produce affordable housing and/or commercial and industrial business enterprise development within Cambria County, by assisting low and moderate income families to purchase decent housing, by sponsoring homeownership and financial preprograms, and by partnering with individuals and others in the development of housing and community projects, programs, and opportunities.
Homebuyer Downpayment Assistance Program
This program provides up to $2,500 to qualifying families in Cambria County who are purchasing a primary residence and who are low to moderate income. The monies, in the form of a deferred loan which is forgiven after 5 years, can be used for a downpayment, settlement, and closing costs associated with the purchase of the property. Eligible costs include appraisal fees, title search and insurance, document preparation, property taxes, attorney fees, recording costs and related expenses.
Cambria Homepurchase Program
This program involves the acquisition of vacant residential properties, their rehabilitation to acceptable housing quality standards, and their eventual resale to low and moderate income families as affordable housing units
Assisted First-Time Homebuyer Mortgage Program
This program provides financial assistance directly to low and moderate income first time homebuyers, for the purchase of a property owned or sponsored by the Cambria Community Development Corporation. Assistance is provided in the form of a subsidy, specifically aimed to make monthly carrying costs of the homebuyer more affordable by providing gap financing in the form of a deferred loan. The deferred loan (mortgage) makes up the difference between the market value of the property and a sales price that renders the monthly principal, interest, taxes and insurance costs affordable to the homebuyer.
PHFA Homeowner Counseling Initiative
The Cambria Community Development Corporation participates in the Pennsylvania Housing Finance Agency (PHFA) Homeownership Counseling Initiative. The initiative expands opportunities for homeownership counseling in Cambria County, through the sponsorship of Homebuyer Workshops, first-time homebuyer counseling and pre-closing counseling. The goal is to get financial counseling started at an early stage of the homeownership process by providing potential homebuyers with information before they start looking for their new home.
